Add EnableCheats 1 below EnableConsole in Hitman2.ini, then save the file.
Load into a level (cheats don't work from the main menu).
Type a key-based code at a normal pace, or press ~ and type a console command, then press Enter.

Which releases these codes apply to, and where one behaves differently. Each note links to the source that documents it.

PS2 and Xbox The Hitman Wiki lists separate button-sequence cheats for PS2 and Xbox, entered during a level, with level select entered at the main menu. The typed IOI codes and the console commands on this page are PC only. Hitman Wiki (Fandom): Cheats in Hitman 2: Silent Assassin
PC: the ini lines The two sources differ on the setup. The Hitman Wiki names the file Hitman.ini and says to add EnableConsole 1 at the bottom along with EnableCheats 1; the Steam guide names Hitman2.ini. If the console will not open, check that the EnableConsole 1 line is there. Hitman Wiki (Fandom): Cheats in Hitman 2: Silent Assassin
Give all weapons: console versions The Hitman Wiki notes the give-all cheat also adds unused items to the inventory. One of them, the Flashlight, crashes the console versions when you try to equip or drop it. Hitman Wiki (Fandom): Cheats in Hitman 2: Silent Assassin

Open Hitman2.ini in the game folder and add EnableCheats 1 directly below the EnableConsole line, then save and restart the game.

No. Those versions use their own separate button-combination cheats entered with a controller, not the keyboard codes covered here.

Type the same key-based code again, for example IOISLO, or use the matching off command in the console, like ip_debug 0.
