- Start a single-player game, or a lobby with Server Type set to Local Server.
- Press ~, type sv_cheats 1 and press Enter.
- Type a command and press Enter.

- Add -console to the launch options.
- Start the game; the console shows at the main menu.

Can you use these cheats in multiplayer?
Only on a server you control. Cyberly says that outside single player the lobby has to be set to Local Server, and GameHostBros says cheat commands need sv_cheats 1 on the server, which then applies to every player.
