Before patch 1.05 The debug console does not exist before patch 1.05. The developers added it with that patch so players could recover from missing quest items and story NPCs killed too early. Steam: Of Ash and Steel Patch 1.05 is out now
Saves from version 1.04 On the first load in 1.05, a script tries to restore quest items that vanished from 1.04 saves. The patch notes say to use spawnitem only if the item is still missing afterwards; a new game on 1.05 should not have the problem. Steam: Of Ash and Steel Patch 1.05 is out now
setalivenpc The developers advise entering setalivenpc away from the place where the character died, or moving away and coming back into the NPC's spawn radius after using it. Steam: Of Ash and Steel Patch 1.05 is out now
Patch 1.06 and 1.07 Patch 1.06 added resetonenpc and changed teleportnpc so NPCs can be moved without hurting performance. Update 1.07 added editstats, addskill, removeskill and addperk, so those four are missing on older builds. Steam: Of Ash and Steel Update 1.07 is now live

It has an official debug console with commands to spawn items, revive NPCs, finish quests and, since patch 1.07, edit stats, skills and perks.

Type setalivenpc followed by the NPC's ID, for example setalivenpc Nerest. The developers advise doing it away from where the character died.

Use spawnitem with the item's ID to spawn it in front of you, or additemid to put it straight in your inventory.
