Join or host a server.

Can you use these cheats in multiplayer?

These commands are the game's own server tools, typed into the in-game chat, not gameplay cheats. Pingperfect lists most of them as admin commands that need #login first, while the #vote commands let ordinary players call a vote on missions, kicks, restarts or a new admin.
