How to enter cheats in Fallout New Vegas

PC

Load a save.
Press the tilde (~) key, just left of 1, to open the console.
Type the command exactly as shown and press Enter.

How to enable developer mode in Fallout New Vegas

Go to Documents\My Games\FalloutNV and make a backup copy of FalloutPrefs.ini.
Open FalloutPrefs.ini and find the [Interface] section.
Make sure it contains the line bAllowConsole=1, then save the file.
Optional: under [Menu], raise iConsoleHistorySize so you can scroll back through long command output with Page Up.

Do cheats disable achievements in Fallout New Vegas?

Yes, in the Steam version, but only until you restart. The Fallout Wiki's New Vegas console page says console commands disable achievements and quitting and relaunching the game turns them back on.
