How to enter cheats in Valheim

PC

Add -console to Valheim's Steam launch options.
Load your single-player or hosted world.
Press F5 to open the console, type devcommands and press Enter.
Type the command and press Enter.

How to enable developer mode in Valheim

In Steam, right-click Valheim, open Properties and type -console under Launch Options.
On the Game Pass PC version, add -console to the end of the Target field in the game's shortcut.
Load a world and press F5 to open the console.
Type devcommands and press Enter to unlock the cheat commands.

Can you use these cheats in multiplayer?

DatHost says the cheat commands are off on dedicated servers, and that this is a limit of the game rather than a setting your server host can change. Patch 0.148.6 (2021) GameRevolution says this update turned the console off by default and replaced the old imacheater command with devcommands. Typing imacheater no longer does anything. GameRevolution: Valheim console commands not working fix
Xbox and Game Pass Commands.gg says the Xbox version needs no launch option: press RB, LB, RT and LT together, then the Menu button, then A to bring up the keyboard. On the Game Pass PC version you add -console to the end of the game shortcut's Target field instead of Steam's launch options.
